October 24, 2019 ceremony, Governor Greg Abbott signs workforce development
bill that establishes the "Texas Industry-Recognized Apprenticeship Programs Grant Program".

New Grant helps to meet Industrial Workforce Needs
Workforce development in partnership with industry received a positive boost as Governor Greg Abbott
ceremoniously signed House Bill 2784 into law on October 24, 2019. Governor Abbott signed the
bill at the S & B Engineers and Constructors' Craft Education and Skills Enhancement Center in
Baytown, Texas. The governor expressed his thoughts on the strong Texas economy and explained to
the hundreds of onlookers how the legislation will enhance "Texas' most valuable resources, a
highly skilled workforce."
House bill 2784, sponsored in recent legislative session by State Senator Carol Alvarado and
State Representative Dade Phelan, created the Texas Industry-Recognized Apprenticeship Programs
Grant Program in the Texas Workforce Commission. The legislation defines Industry-recognized
apprentice programs as company initiatives that hire and provide on-the-job training to unemployed
individuals, Veterans, formerly incarcerated individuals, and underemployed without certifications
or credentials.

The Southeast Texas Workforce board welcomes Judge John H. Gothia, Chief Elected Official (CEO).
Gothia, a former Precinct Commissioner, has extensive knowledge of county government and looks
forward to helping Orange County through disaster recovery.

Southeast Texas Labor Market Information Overview: September 2019
September's employment data for Southeast Texas posted positive growth,
coming in at 5.3 percent for the Metropolitan Statistical Area (MSA), which
includes Jefferson, Orange, Hardin, and Newton counties.
