Phase 1 Texas Reopens for Business

On Monday, April 27,2020, Governor Greg Abbott announced the startup of the Texas economy after the two week stay at home declaration. The stay at home order will expire April 30th and Texans will begin Phase I , reopening certain businesses at 25 percent of their normal capacity to serve customers. Museums, retail stores, malls, movie theaters, and libraries may open starting May 1, 2020. Local county health officials will monitor COVID-19 cases. If there is no resurgence, business capacity will move to 50 percent by mid-May.

Abbott also emphasized the number of open and available jobs in Texas, pointing to the over 480,000 job openings in, the state's job board. He encouraged individuals to search the site for jobs posted by employers hiring now, and connect to the local workforce solutions centers for employment assistance.

Phase I of the governor's plan will allow doctors to perform elective surgeries and dentists to treat patients. The governor stated, "Opening Texas must occur in phases", and he stressed precautions for the most vulnerable individuals in our communities. Businesses that have high contact with their consumers, such as barber shops, hair salons, and gyms, will not open in Phase I. Abbott also emphasized an increase in testing capabilities for COVID-19.

EEOC Issues Updated Technical Assistance On April 23, 2020, the U.S. Equal Employment Opportunity Commission (EEOC) issued and updated Technical Assistance guidelines for employers regarding COVID-19. As a response to the public, EEOC has also gathered additional resources relevant to businesses and employment during this pandemic. "Pandemic Preparedness in the Workplace and the Americans with Disabilities Act" provides strategies for employers consistent with guidance from the Centers for Disease Control and Prevention (CDC) and state/local health officials.

The March 2020 unemployment rate was reported as 7.5 percent, up 2.1 percent from February's rate of 5.4 percent. On March 27, 2020, local elected officials declared the "Stay Home Work Safe" for Jefferson, Hardin, Orange, and surrounding counties.
